Profile

Professor Talbot has worked in Education, not-for-profit, and military management. His primary areas of interest are public policy, program development, budget, compliance and evaluation.
He has been in education management, primarily in the field of public policy, program management, and compliance since 1995, working in capacities ranging from school site specially funded program management to program management and compliance oversight.
He is presently with the Beyond the Bell Division of Los Angeles Unified where he manages grant funded after school programs at over 600 schools. In this position he is responsible for program oversight, compliance with state and federal regulations, program evaluation and policy recommendations.
Professor Talbot has also operated his own business as a consultant, evaluator and grant writer, working with clients to improve program and fiscal management and secure program funding.
He retired from the Air Force Reserve with the rank of Colonel following 31 years of active and reserve service. His last assignment was as the Mobilization Assistant to the Commander, Air Force Flight Test Center, Edwards Air Force Base, Edwards, California where he was responsible for advising the Center Commander on issues related to the utilization of reserve forces, Space Shuttle recovery, emergency response management environmental issues and Budget. His career also included assignments in Information Management, Transportation, Security Police, and Air Base Wing management.
He has been teaching at CLU with ADEP since 2007.

• Manage a $100,000,000 budget and 15 staff members to implement monitor and evaluate Federal and State funded before and after school programs in 600 Elementary, Middle and High Schools
• Develop contracts with Community Based Organizations to partner with school sites to implement educational and enrichment programs

Provided senior staff support to the Commander, staff, and operational units related to the formulation and implementation of plans and policy affecting over 14,000 people with a budget of $870+ million
• Served as Senior Air Force Spokesperson to key political & community groups at the federal/state/local and Department of Defense levels
• Directed formulation of Center position on key public policy issues related to environmental clean-up
• Responsible for planning and execution for Space Shuttle Recovery at Edwards AFB; served as Department of Defense Project Manager
• Conduct studies associated with the development of future missions for the Flight Test Center and the reserve program.
• Managed Flight Test Center response to security incidents, accidents and natural disasters; served as Alternative Battle Staff Director and Battle Staff Trainer

Provided senior staff support to the Commander 95 ABW in establishing policies for civil engineering, communications, mission support, security, law enforcement, acquisition security, supply, transportation, resource management, medical, chapel and service
• Commanded 2,500 person Air Base Wind during the absence of the active duty commander
• Served as Primary On-Scene Commander during responses to security incidents, accidents and natural disasters
• Directed Public Safety Services for major public events at Edwards AFB
• Directed 163 person Wing reserve component, insured properly trained individuals were available to augment active duty forces
• Directed Operational Readiness Inspection preparation team, provided base wide training and evaluation
