About

Professor Talbot has worked in Education, not-for-profit, and military management. His primary areas of interest are public policy, program development, budget, compliance and evaluation.
He has been in education management, primarily in the field of public policy, program management, and compliance since 1995, working in capacities ranging from school site specially funded program management to program management and compliance oversight.
He is presently with the Beyond the Bell Division of Los Angeles Unified where he manages grant funded after school programs at over 600 schools. In this position he is responsible for program oversight, compliance with state and federal regulations, program evaluation and policy recommendations.
Professor Talbot has also operated his own business as a consultant, evaluator and grant writer, working with clients to improve program and fiscal management and secure program funding.
He retired from the Air Force Reserve with the rank of Colonel following 31 years of active and reserve service. His last assignment was as the Mobilization Assistant to the Commander, Air Force Flight Test Center, Edwards Air Force Base, Edwards, California where he was responsible for advising the Center Commander on issues related to the utilization of reserve forces, Space Shuttle recovery, emergency response management environmental issues and Budget. His career also included assignments in Information Management, Transportation, Security Police, and Air Base Wing management.
He has been teaching at CLU with ADEP since 2007.

• Directed formulation of Center position on key public policy issues related to environmental clean-up
• Responsible for planning and execution for Space Shuttle Recovery at Edwards AFB; served as Department of Defense Project Manager
• Conduct studies associated with the development of future missions for the Flight Test Center and the reserve program.
