Basic Function
Under the general supervision of the Assistant Vice President for Human Resources, perform technical and specialized functions related to conducting classification and compensation studies, developing and administering selection and recruitment methodologies and materials, and assisting in the analysis and development of HR policies and procedures related to classification, compensation and employment for the purpose of maintaining best practices and keeping current with changes in state and federal legislation.
Representative Duties
Oversee and coordinate the classification and compensation function; conduct classification, compensation, and organization studies for new and existing positions within the staff and management systems; ensure accurate and current classification specifications; recommend changes to job descriptions, the classification plan and salary allocation of classifications; develop, revise, and maintain job descriptions, classification specifications; update changes as approved; recommend new classes and the reclassification of existing classes.; collect and analyze compensation data; make recommendations and presentations for appropriate placement of classifications on salary schedules; prepare and present related reports E

Conduct job analyses to determine the knowledge, skills, and abilities or competencies necessary; devise and develop methods of screening for required competencies or knowledge, skills, and abilities; confer with subject-matter experts in the development and evaluation of screening materials. E

Review position announcements, advertisements, web postings, etc., to ensure accuracy and appropriateness of targeted recruitment sources; confirm qualifications of employment applications and monitor employment certifications as necessary. E

Direct the implementation and maintenance of the on-line requisition and applicant processing system; ensure accessibility and accuracy of postings, approve and deactivate users accounts as necessary, review and approve position requisitions for postings internally and on the web, serve as liaison with provider to ensure accuracy and currency of forms, links etc. E

Develop recruitment strategies for staff and administration ensuring diverse representation; direct targeted recruitments using social media and other modes of outreach. E

Provide guidance and respond to questions regarding screening/interview procedures and rating criteria to screening panel members and hiring managers. E

Serve as department liaison with Provost Office regarding faculty classifications and related selection processes ensuring consistent practices across the university. E

Assure that employment function complies with EEO guidelines, university policy, and staff diversity programs; review personnel practices to eliminate artificial barriers to employment and continuously improve operations and service. E

Oversee the selection, training, supervision and motivation of assigned Human Resources staff members to ensure proficient performance and a productive environment; conduct performance evaluations. E

Oversee the HRIS systems; ensure accuracy of data; coordinate with various departments regarding discrepancies. E

Meet and consult with employees, supervisors, administrators, and outside agencies regarding related human resources policies, procedures, laws, rules, regulations and the administration of related human resources programs. E

Evaluate proposed and current state and federal legislation; analyze and interpret existing policies, rules, and procedures; write reports recommending new or revised policies and procedures. Apply and explain state and federal employment-related laws, guidelines, and regulations, policies, and operating procedures. E

Coordinate and compile a variety of reports required for state and local use; conduct and respond to salary surveys and requests for information. E

Education and Experience
Any combination equivalent to a bachelor’s degree from a recognized accredited college or university in human resources management, public or business administration, a behavioral science, or a related field, AND three years of professional HR experience conducting position classification and organization studies using job analysis or job evaluation for the purpose of classification and compensation, or selection. Experience developing and administering selection and recruitment methodologies, materials, and related policies and procedures.
