Developing Leaders in City Management: How to Build a Diverse and Sustainable Workforce

In this talk, PJ Gagajena, assistant city manager for the City of Moorpark, will outline strategies to build a diverse leadership in local government. Given the changing demographics in most cities and towns in the US, the current need is representative bureaucracy which remains a challenge.

Gagajena an experienced public administrator who served at the Cities of Los Angeles, Indio, and Torrance and at El Camino College. He holds a master’s degrees in public policy and urban planning from Harvard University and a bachelor’s degree in political science from the University of California, Los Angeles. He is an adjunct professor in the Master of Public Policy and Administration (MPPA) program at Cal Lutheran
