The various pathways of the education specialist program has ensured that the faculty teaching the literacy instruction courses understand the requirements in SB 488, the new standards and TPEs, and the evidence base supporting themvia the following actions:

  •  Utilizing instructors who were active participants in our TPE 7 Taskforce, to read understand, plan, and implement TPE 7. All instructors have a background in K-12 literacy teaching.
    • Alison McCormick is the current director for the California Reading and Literature Project (CRLP). Alison is a member of the Department of Learning & Teaching and teaches the courses focused on literacy instruction for candidates in the Multiple Subjects and Educational Specialist - Mild to Moderate Support Needs and Extensive Support Needs: EDLT 502
    • Adjunct faculty - Teresa Nunez (former experienced trainer with CRLP) teaches EDTP 521 and EDSP 521.
    • Both instructors were TPE 7 Taskforce members and have backgrounds in literacy. They were included to read, understand, plan, and implement the new requirements.
  • Providing faculty guidance and training:
    • California Lutheran University is the current site location for the  California Reading and Literature Project (CRLP) serving the counties of Ventura, Santa Barbara, San Luis Obispo, and Kern. CRLP is aligned with the new literacy standards and, as a result, has provided invaluable faculty guidance and support to the identification and implementation of the content and skills required. 
    • Departmental workdays were held in the spring and fall of 2024 to further discuss implementation and to ensure alignment between the program and the expectations and elements of TPE 7.

  • We have provided professional development and learning to the Department of Teaching & Learning faculty (both full-time faculty and adjuncts) through the TPE 7 Taskforce and in department meetings with input from the California Reading and Literature Project (CRLP) Director. 
  • Alison McCormick, CRLP Regional Director at Cal Lutheran, will provide a series of workshops on TPE 7 during the 2024-2025 academic year that will help participants (faculty – both full-time faculty and adjuncts) understand the connection between the Shefelbine Literacy Framework and the elements of TPE 7. This will include an examination of theory and research behind the science of reading (structured literacy) as well as provide practical resources to ensure that a broader swath of the GSOE faculty is fully engaged with literacy instruction.
  • The Field Placements Office has trained University Supervisors so they can support the cooperating teachers and site administrators during candidates’ clinical practices. University Supervisor Training includes TPE 1–7, Supervisor Roles, and all of the Clinical Practice Forms that incorporate TPEs 1–7.

The ESN  program has taken the following steps to communicate to university supervisors, mentor/cooperating teachers, and our other district partners the new requirements of SB 488, the new literacy instruction program standards, TPEs, and upcoming performance assessment:

  • Revised program handbooks for university supervisors and mentor/cooperating teachers to include updated information about TPE 7 and Dyslexia Guidelines.
  • When securing clinical practice placements, cooperating teachers will receive a letter/email about clinical practice details and requirements, including TPE 7.
    • CT Letter for methods placement (EDSP 542a Introduction to Clinical Practice in ESN)
    • CT Letter for clinical placement (EDSP 542b Final Clinical Practice in ESN)
  • Each semester, the department provides orientation meetings for mentor/cooperating teachers. The information provided at these meetings includes the latest updates to credentialing requirements, including TPE 7. 
  • The Department of Learning & Teaching includes an Advisory Board that meets a minimum of once each semester. The roster of the board includes members of the K-12 community in addition to faculty from the department and members of our TPE 7 taskforce. In the spring of 2024, our meeting agenda included information about TPE 7. The first meeting for the 2024-25 academic year is scheduled for November, and additional information about TPE 7 will be on the agenda, including more specific information on the requirements regarding dyslexia.

2.6

The ESN program’s review of coursework and clinical practice requirements included individuals with expertise in literacy instruction for multilingual/English learner students as follows:

  • Dr. Michele Dean-  Director of Field Experiences and K-12 bilingual instructor
  • Alison McCormick- Regional Director of California Reading & Literature Project
  • Dr. Tymika Wesley- Program Director of the department’s Bilingual Authorization program
  • Dr. Sofia Ramirez- Director of Deaf and Hard of Hearing Program and bilingual teacher 
  • Teresa Nunez- Retired teacher and current supervisor and adjunct professor of a core literacy course
  • Deborah Salgado- Assistant Superintendent of Human Resources at Oxnard Union High School District is a seasoned educational leader with extensive expertise in literacy development and instruction.
  • Mike Hills- previously held certification as an English teacher
