California Water Policy: A Historical Review

This policy discussion will include a historical review of water policy in California, with a particular focus on the development of the Los Angeles Aqueduct.

Christopher L. Beck, J.D., is a community leader who has worked in several roles representing government entities, most significantly as general counsel for the Ventura Housing Authority. He has experience in administrative law and process; nonprofit law; litigation; Tort Claims Act; litigation; contracts; municipal and planning law; grand juries; public art contracting; Fair Housing Act claims and enforcement; Americans with Disabilities Act; and other general legal fields. In addition to service as legal counsel, Beck served as a Planning Commissioner for the city of Ventura and as a hearing officer for the Housing Authority of the County of Santa Barbara.

Beck was awarded the Verna Kagan award by the Ventura County Bar Association in 2017 for his pro bono work such as serving as a board member on the Ventura Family YMCA, Step-Up Ventura and Ventura County Legal Aid.
